Invitation for the experts

History

March 2015. Joint Ukrainian-German Workshop “Identification of possible approaches for the evaluation of the National Academy of Sciences of Ukraine” was held in Kyiv as the result of joint initiative of the National Academy of Sciences of Ukraine and the Federal Ministry of Education and Research (BMBF) with the aim of the elaboration of the new Methodology for evaluating / benchmarking the research organizations of NASU.

There were presented different approaches and evaluation procedures adopted in the world known German scientific organizations like Max Planck Society, Leibniz Association, Helmholtz Association and Fraunhofer Association during this Workshop.

April 2015. Presidium of the National Academy of Sciences of Ukraine has made a decision to create special Working group for utilization of the Workshop’s results and development of the new Methodology for evaluation of research organization of NASU. Working group has selected Leibniz Association evaluation procedure as a base for evaluation procedure in NASU. However, experience of other German research organisations has not been neglected too.

September 2015. The Working Group has presented its results on the joint German- Ukrainian meeting in Berlin. Further discussions, negotiations with German partners and amendments to the first versions of evaluation questionnaires took place there.

Summer 2016. Pilot evaluation of 12 research institutions of NASU was conducted in the first half of 2016. As it was mentioned above, this evaluation adopted principles and instruments of the German Leibniz Association, which, in turn, is based on the best world practices for example, reflected in REF 2021 (The Research Excellence Framework).

The results of the pilot evaluation of the NASU research institutions were analyzed by the Ukrainian experts and they were used for further upgrading the instruments of assessment of different areas of scientific activities. International experience of the evaluation of research organizations shows that the establishment of a well- functioning evaluation schemes and procedures takes years and it is a subject of permanent development.

June 2017. After launching the pilot valuation, it has become evident that it would be useful to have special unit, which would be responsible for the organization of evaluation process. Such “Office of the evaluation of the activity of scientific institutions of the National Academy of Sciences of Ukraine” was established by the Decision of the Presidium of the NAS of Ukraine.

December 2017. Ukrainian-German Workshop "The Evaluation of Science Organisations in Ukraine - Possible Applications of Experiences from Germany". Ukrainian and German experts discussed positive and negative results of the first (pilot) evaluation and proposed changes to the instruments, which have been used.

June 2018. Finalization of the second round of the evaluation procedure, where 49 research organizations were evaluated. The results were discussed on another Ukrainian-German workshop.


The Evaluation Principles of the new Methodology (see more here)

  • Objectivity of the analysis of the institution's activities effectiveness and importance for world and national science, education, economy, culture, improving the quality of human life.
  • Transparency in receiving and analyzing data on activities of the institution.
  • Combining quantitative analysis of statistical and scientometrics data with qualitative (expert) evaluation of all available information about the institution and its departments activities.
  • Priority of qualitative (expert) evaluation of the effectiveness of the institution and its departments in comparison with quantitative (including scientometrics) data.
  • Consideration of the prospects for the development of the institution and its scientific research.

Activity of research institutions is evaluated by review boards, that consist of independent experts. The absence of any potential conflict of interest is an important issue for the in the process of assignment of the experts.

Taking this into account, an active participation of the representatives of the Ukrainian Research Diaspora in the evaluation procedures is of the paramount importance for efficiency of the procedure.

Using the opportunity of this meeting the Evaluation Office of NASU addresses to the participants from the Ukrainian Research Diaspora and invites them to register as Experts.
